Alcohol Rub

With the recent increase of MRSA cases, hospitals around the country have introduced strict policies on using alcohol rubs entering and leaving wards.

Are these alcohol rubs permissible to use? If it touches the sleeves, will it make the clothes impure? What about Salaah after using the alcohol rub?

The question here is whether the alcohol is filthy or not.  Only alcohol which is derived from dates and grapes is filthy and impermissible to use.  However, the alcohol from medicines, perfume and the like are not derived from dates and grapes hence would not be filthy and permissible to use.  The Eminent Mufti Taqi Usmani in his work Takmila Fath al-Mulhim states :
"And normally the alcohol used in medicines, perfumes, etc is not extracted from grapes and dates, rather it is derived from seeds, honey, chemicals, petrol, etc. (Takmila Fath al-Mulhim Sharh Sahih Muslim, 3/608) "
 
In the medicine field, usage of alcohol wipes are part of a strict policy no doubt to protect the patient from germs and whatnot.  The alcohol rubs are permissible.  It will not make the clothes impure if they come into contact with them and one may offer Salaah after using the alcohol rub.
